Flaking
Problem
Similar to blistering, flaking is caused by moisture under the surface or by painting in damp conditions.
Solution
Solvent-borne finishes: Remove all paint and start again. Water-borne finishes:
Scrape off all loose paint and seal with a solvent-borne primer.
